Delta Secondary Suite Requirements

If you have any questions or concerns about an unauthorized secondary suite, contact the Asset Use and Compliance Division at suites@delta.ca or 604-952-3159 to schedule an inspection. All applications to install or legalize an existing secondary suite require a building permit issued by the Department of Community Planning and Development. Secondary suites may also require a rental permit or an annual declaration without rental. Harvie agreed, saying the potential number of new sequels in the city would be minimal. In the new statutes, secondary suites are only allowed on plots with a width of more than 15 meters and parking of secondary suites in the front garden. These are directives that were first introduced by the Council last year, but would now form part of the Statute. Secondary suites offer rental apartments and contribute to the quantity and variety of apartments available in Delta, while maintaining the character of residential neighborhoods. Properties subject to a land use agreement may continue to have no secondary suite unless the land use agreement is approved by Council or until provincial termination on June 30, 2024. Delta accepts annual returns for non-rental secondary suites for properties with secondary suites that meet both of the following criteria: Delta may see changes to the rules for secondary suites, after a new zoning status was given to Council for first and second reading on December 4. Jackson said she never had the opportunity to review hundreds of pieces of correspondence delivered to her home on the afternoon of the hearing, saying many questions remain unanswered regarding the actual number of suites that could possibly be added, as well as the impact on the neighborhood. Properties that have a secondary suite should have a water meter installed, as this is the fairest way to calculate utility usage per user with pay-as-you-go. Almost all of Delta`s industrial, commercial and agricultural properties have now installed water meters.

Once a water meter is installed, water and wastewater are billed quarterly based on consumption, rather than annual flat rates for water and wastewater. About 220 plots less than 49 feet wide already have a secondary suite. Requirements for legalizing a secondary suite through a building permit application with the Department of Community Planning and Development include: Delta residents will have a say in the city`s plan to revise its secondary suite policy. Council held a virtual public hearing on the amendments to the suites` bylaws on Monday, with the majority of participating residents supporting it, with most speaking of the need for more affordable and variety housing. Delta Council this week approved a major change to its housing policy that is likely to open the door to more homes eligible for second homes. Delta, which is currently pursuing a new housing strategy, has nearly 4,000 licensed apartments. Similarly, 87 percent of North Delta respondents and 78 percent of Ladner respondents were opposed to allowing only secondary suites on properties at least 15 meters wide. They raised concerns about the limited availability of rental housing, saying these regulations would limit housing affordability.

Delta currently has more than 2,800 apartments with a secondary suite occupancy permit, of which approximately 75% of the authorized suites are located in North Delta. According to the results of public consultations published with the report to Council, 76% of respondents in the North Delta and 78% of respondents in Ladner rejected the request for two closed parking spaces. Comments indicated that these residents felt the order would limit their ability to have a secondary suite, particularly for people with older homes. In an earlier move, council removed the zoning requirement for landlords to enter into a restrictive agreement to prohibit secondary apartments in underground basements and outbuildings. The authority to approve and execute discharges and amendments to restrictive agreements to allow for secondary follow-ups will no longer be automatically transferred to the Commission, but will instead be delegated to planning staff when no deviation is required.
