If the length of service of such member has not been determined before the entry into force of these Regulations, it shall be determined by the management supervisory authority in accordance with general orders or seniority instructions issued from time to time by the central Government. (d) Staff members shall be promoted from the seniority group above the lower administrative grade, from the lower administrative grade to the higher administrative grade and from the higher administrative grade to the administrative grade higher than the higher administrative grade of the service on the basis of “selection”. Note: – If subordinates who have completed their eligible service or eligible service are considered for promotion, their seniors will also be considered, provided they have not completed more than half of that eligible or eligible service or two years, whichever is less, or have completed their probationary period for eligible service, the lesser being retained, or they have completed the required service and completed their probationary period to have successfully completed the promotion to the next higher grade with their juniors who have already completed this qualification. Authorization Service. the recruitment procedure, the area of promotion and the minimum service in the next lower grade for the appointment of officers promoted to posts included in the different grades of service. (2) (a) Fifty per cent. vacancies in the scale of junior periods of service shall be filled by direct recruitment on the basis of the combined engineering examination organized by the Commission, on the basis of the educational qualifications and age limits prescribed for that purpose by the Commission, and (b) the remaining fifty per cent. vacant posts shall be filled by promotion from among the officers of the foster group with minimum seniority in accordance with Annex II. (c) periodically, in consultation with the Commission, appoint an officer at the appropriate grade to a post included in the service in accordance with point (b) and determine his seniority in that grade, after taking into account regular continuous service in an appropriate grade. 2. The competence, experience and suitability of the service for appointment to a grade in the service under this Regulation shall be determined by the central government in consultation with the Commission. G.S.R.445(E). – In the exercise of the powers conferred by Article 309 of the Constitution and in lieu of the Indian Supply Service (Group `A`) Rules 2012, the President hereby enacts the following rules, except for things done or omitted prior to such replacement, namely: – Fifty for cent.by direct recruitment by engineering services review.

At the end of the probationary period or an extension thereof, civil servants shall, if they are suitable for permanent appointment, be confirmed on the basis of orders issued from time to time by the central Government.
